Tongchuan Vocational and Technical College was approved by the People's Government of Shaanxi Province in 2004 and registered with the Ministry of Education. It was formed by the merger of the former Shaanxi Tongchuan Normal School, Tongchuan Municipal Workers' Health School, Tongchuan College of Education, and Tongchuan Radio and Television University. It is a full-time public regular higher education institution directly under the Tongchuan Municipal People's Government. It was officially established in September 2005 and has a student enrollment of over 10,000.

Since its establishment, the college has adhered to connotative development, strengthened characteristic development, continuously improved the level of running the school and educating people, and cultivated and developed core competitiveness. It has trained more than 50,000 various practical and skilled talents for the society. It has passed the evaluation of talent training work in higher vocational colleges by the Ministry of Education, the supervision of the running of higher vocational colleges by the People's Government of Shaanxi Province, and the review and reform of teaching by the Provincial Department of Education. It has successively been rated as an Excellent Construction Unit for the Development of Vocational Standards in Laos, a National Industry-Education Integration Demonstration Base for Applied Talent Training Engineering, a National College Student Innovation and Entrepreneurship Employment Service Base, the second batch of pilot colleges in the field of Sino-German Advanced Vocational Education Cooperation Project (Intelligent Manufacturing) of the Ministry of Education, a National May Fourth Red Flag Youth League Committee, an Advanced Unit for Volunteer Services in the 14th National Games, the 11th National Paralympic Games and the 8th Special Olympic Games. It is also a provincial high-level professional group construction unit, a provincial civilized campus unit, a provincial model team for teacher ethics construction, a provincial "Double Innovation" model branch for party building work, a provincial "May Fourth" Red Flag Youth League Committee, an advanced unit in the provincial "Double Hundred Project" work, a provincial model unit for patriotic support of the military, a provincial first batch of high-quality soldier reserve bases, a provincial inheritance and education practice base for intangible cultural heritage, a provincial "Everyone's Skills Project" implementation college, and a Shaanxi Green School.

The college is located in Tongchuan City, Shaanxi Province, which is a national civilized and hygienic city, one of China's happiest cities, and the hometown of the medical sage Sun Simiao. It covers an area of 628 mu. Currently, it has a collection of 413,200 paper books and 265,000 e-books. It has built 92 on-campus professional laboratories and training rooms, and 80 off-campus internship bases; 2 provincial-level famous teacher studios, 7 on-campus training centers including mechanical manufacturing, electrical and electronics and automation, construction engineering technology, material engineering, nursing, humanities, and computer science, with a total value of 51.3677 million yuan in teaching instruments and equipment. At present, the second-phase project of the college, with a total investment of 790 million yuan, as a key construction project in Tongchuan City, is about to be fully completed and put into use.

The college currently has 7 teaching units, including the School of Normal Education and Management, the School of Mechanical and Electrical Engineering, the School of Architecture and Materials Engineering, the Sun Simiao School of Medicine, the School of Continuing Education, the Department of Basic Courses, and the School of Marxism, forming four professional groups: humanities, mechanical and electrical, construction engineering, and medicine. The professional settings are closely aligned with the needs of regional economic development, offering 26 three-year higher vocational majors, 2 professional directions, and 7 five-year higher vocational majors, enrolling students nationwide.

The college has actively hosted 2 provincial higher vocational college skills competitions. It has built 1 major supported by the central government to enhance the ability of professional services to industrial development, 1 training base supported by the central government to enhance the ability of professional services to industrial development, 1 provincial high-level professional group, 1 provincial first-class professional cultivation project, and 3 provincial professional comprehensive reform pilot projects; 19 provincial-level excellent online open courses and 7 provincial-level curriculum ideological and political demonstration courses; 3 provincial-level demonstration training bases, 4 provincial-level vocational skill certification centers and training centers, 11 provincial and municipal talent training bases, and 2 industrial colleges.
