Luohe Vocational Technology College is a public, full-time, ordinary higher vocational college approved by the Ministry of Education. It is located in Luohe City, Henan Province, which is known as the "Food City of China", a National Civilized City, a "Chinese Character Culture City", and an "Outstanding Tourist City of China". It is the hometown of Xu Shen, the "Sage of Characters", and the place where the Jiahu Bone Flute was discovered. It is an important hub city in the Zhengzhou Metropolitan Area. The beautiful Sha and Li rivers converge and flow through the city, and the "cross-shaped" high-speed railway and "well-shaped" expressways intersect here. The unique geographical location, beautiful natural environment, and profound cultural heritage provide excellent conditions for students to study and live.

The predecessor of the school can be traced back to Henan Provincial Yancheng Middle School, which was established in October 1945. In March 1999, Luohe University (Luohe Radio and Television University and Luohe Industrial School) and Luohe Workers' University merged to form Luohe Polytechnic. In January 2001, Henan Provincial Township Enterprise Adult Secondary Vocational School was merged into Luohe Polytechnic. In May 2002, Henan Provincial Luohe Art Normal School was merged into Luohe Polytechnic. In April 2016, Luohe Municipal Government and Henan University of Technology cooperated to establish Henan University of Technology Luohe Institute based on Luohe Polytechnic. In December 2023, Luohe Open University was established and simultaneously hung the signs of Luohe Community University and Luohe Senior University.

The school adheres to the educational philosophy of "innovation, competition, and development" and the guiding ideology of "people-oriented, service-oriented, employment-oriented, and integration of industry and education". It actively explores a three-in-one talent cultivation model of "educational teaching reform, school-enterprise cooperation, and serving local economic and social development", continuously deepens the reform of diversified talent cultivation models such as order-based training, modern apprenticeship, and work-study alternation, and has been successfully selected as one of the first 100 higher vocational colleges in the country for the pilot program of modern apprenticeship by the Ministry of Education. The Food Intelligent Processing Technology major has been recognized as a demonstration point of modern apprenticeship in Henan Province.

The school has 15 secondary colleges, offering 7 undergraduate programs and 61 junior college programs, covering 6 disciplines including engineering, management, literature, art, teacher education, and economics. There are over 20,000 students on campus, forming a diversified educational pattern that takes application-oriented undergraduate education as the leader, higher vocational education as the main body, and integrates secondary vocational education, adult continuing education, and social training. It has been approved for 2 key construction programs supported by the central government, 4 modern apprenticeship pilot programs by the Ministry of Education, and 24 characteristic, key construction, reform pilot, and demonstration programs in Henan Province.

The school currently has 771 full-time staff members, including 234 professional teachers with associate senior titles or above. In response to the demands of local economic and social development, the school has taken the lead in establishing the Henan Province Light Industry and Textile Key Vocational Education Group and the Henan Province Clothing Vocational Education Group. It has established provincial and municipal-level research platforms such as the Provincial Industrial Design Center, the Henan Province Collaborative Innovation Center for Snack Food Processing Technology, the Luohe Food Research Institute, the Luohe Municipal Engineering Technology Research Center for Intelligent Manufacturing, and the Luohe Municipal Key Laboratory for Cyberspace Security. It has successively undertaken over 100 provincial and municipal-level scientific research and social service projects, and obtained 19 invention patents. It has established order-based training or strategic partnerships for school-enterprise cooperation with 130 large enterprise groups such as JD Group and Shilin (Luohe) Metallurgical Equipment Company, and established strategic partnerships for school-city cooperation with the two counties, three districts and three functional zones of Luohe City, actively providing talent support and technical services for regional economic construction and social development. It has established a social training and evaluation organization for vocational skills level recognition and promoted the pilot work of the 1+X certificate system.

It actively expands international exchanges and cooperation, establishing friendly relations for cultural exchange and educational cooperation with universities in Russia, Germany, South Korea and other countries. It has jointly launched the "Chinese Language + Vocational Skills" project with Ethiopia, promoting the "going global" of vocational education.

Adhering to the educational philosophy of "moral and technical cultivation, integration of knowledge and action", it continuously deepens educational and teaching reforms in line with local economic and industrial development. It has established two provincial vocational education professional teaching resource libraries, 25 high-quality online open courses, four first-class core courses (offline), ten vocational education and continuing education ideological and political demonstration courses, two central government-funded training bases, four Henan Province demonstration training base construction projects, two vocational education demonstration virtual simulation training bases, and won one national textbook construction award and 11 Henan Province higher education achievement awards.

Focusing on the fundamental task of cultivating virtue and fostering talent, it has deeply implemented the education project with distinct vocational education characteristics, expanding the "all-staff, all-process, all-round" education pattern. Through the construction of an innovative talent cultivation model integrating positions, courses, competitions and certificates, it has stimulated students' innovative consciousness, cultivated their innovative ability, and enhanced their practical skills. Students have won over 500 provincial and above vocational skills competition awards, including the gold medal in the World Vocational College Skills Competition Finals, the second prize in the National Vocational College Skills Competition Clothing Design and Technology Team Competition, the bronze medal in the 2024 China International College Students Innovation Competition, and the second prize in the National Finals of the 14th National College Students' E-commerce "Innovation, Creativity and Entrepreneurship" Challenge.
