Liaoning Vocational College is a provincial public full-time higher vocational college dedicated to serving the region's modern tertiary industries. It is a national key higher vocational college, a high-quality school for rural revitalization talent training nationwide, a pilot school for digital campuses in vocational colleges nationwide, and a pilot school for first aid education nationwide. It is also designated in Liaoning Province as an "Xingliao Excellence" higher vocational college and for the construction of the "Xingliao Excellence" higher vocational professional groups, a cultivated unit of the "Smart Education Demonstration School", and a benchmark school for vocational education informatization in Liaoning Province. Founded in 1956 as the Liaoning Sericulture School, it was renamed Tieling Agricultural School of Liaoning Province in 1980, became independent and upgraded to Tieling Agricultural Vocational and Technical College in 2003, integrated educational resources with Liaoning Agricultural Mechanization School in 2005, and adopted its current name in 2006.

The college covers an area of 3,678 acres, with a building area of 144,500 square meters, total fixed assets valued at 443 million yuan, and teaching instruments and equipment valued at 140 million yuan. Featuring industry-education integration, the college has established 163 on-campus experimental and training facilities, 140 off-campus training bases, 2 provincial-level production (operation) training bases, 6 provincial or above industry-education integration bases, and 15 national and provincial characteristic training bases. It serves as a training base for the improvement of vocational college teachers’ quality in Liaoning Province, a talent development training base for digital literacy and skills by the Chinese Society of Electronics Labor, a national training base for Chinese university students’ golf team, a professional talent training base by the China Golf Association, a "Vocational Experience Education Base" by the China Adult Education Association, a Liaoning Province Science and Technology Popularization Base, a youth training base of Liaoning Golf Association, a modern agricultural technology training base in Liaoning, and the Sports and Health Industry Research and Practice Base by the Chinese Vocational Education Society in Liaoning. This has formed a modern vocational education system integrating "teaching, training, research, and social services."

The college currently has 8,319 full-time higher vocational students, with a total of 44 enrollment majors, and has built a "one core and two wings" professional pattern with modern agricultural technology professional groups as the core, modern assembly manufacturing and processing technology professional groups and modern information and service technology professional groups as the two wings, and has built 5 key construction majors in national backbone higher vocational colleges, 1 high-level characteristic professional group in Liaoning Province, and 2 provincial vocational education demonstration majors in Liaoning Province docking industrial clusters. Liaoning Province has led the construction of 2 majors in the professional ability map of technical and skilled talents, 2 demonstration majors in "order, customization and orientation" talent training in Liaoning Province, 1 pilot major in modern apprenticeship system of the Ministry of Education, 7 pilot majors in "modern apprenticeship" in Liaoning Province, and 4 demonstration majors in the upgrading and digital transformation of vocational education majors in Liaoning Province.
