Hunan Technical College of railway high-speed was formerly known as the Hengyang Railway Engineering School. It was founded by the Ministry of Railways in 1951. The first principal was General Guo Weicheng, former deputy commander of the Railway Corps and former Minister of Railways. In 2000, Hengyang Railway Transportation Technical College was merged, and in 2004 it was placed under the management of the municipal party committee and municipal government. In 2005, it was upgraded to Hunan Transportation Engineering Vocational and Technical College.
