Hulunbuir College is located in Hulunbuir city, Inner Mongolia Autonomous Region, which is the most beautiful grassland and the best ethnic charm city in China. Hulun Buir University, formerly hulun Buir University founded in 1958, resumed its undergraduate and junior college enrollment in 1977. In 1992, Hulunbuir University was re-established by merging hulunbuir College of Education, Hulunbuir Branch of Inner Mongolia Radio and TELEVISION University, Hulunbuir Management Cadre College and Hailar Teachers College. In 1997, Hulun Buir College was established with the approval of the former State Education Commission. After 2000, Hailar Mongolian Normal School, Hulunbuir League Commercial School, Hulunbuir League Urban Construction Workers Technical Secondary School and Inner Mongolia Engineering and Technical School were successively merged. In 2003, it was promoted to an undergraduate university with the approval of the Ministry of Education. In 2011, it passed the undergraduate teaching qualification assessment of the Ministry of Education. Rooted in Hulun Buir, THE university closely follows the needs of the region and the industry to promote applied transformation and development. In 2016, the university was identified as one of the first batch of overall transformation and development pilot universities in The Autonomous Region, and in the same year was selected as one of the 100 universities in the National "13th Five-Year Plan" Applied Undergraduate Industry-education Integration Development Project. In 2018, it passed the examination and evaluation of undergraduate teaching work of the Ministry of Education. In 2020, the Academic Degrees Committee of the Inner Mongolia Autonomous Region People's Government recommended the University to the Academic Degrees Committee of The State Council as a new master's degree-awarding institution.

The university now has three campuses, covering an area of 761,500 square meters, with a construction area of 343,900 square meters, teaching and administrative buildings of 187,500 square meters, fixed assets of more than 1.1 billion yuan, collection of 952,000 paper books, 408,100 electronic books and 22 databases. The university has a total enrollment of 13,647 full-time students, including 12,944 undergraduates, 116 preparatory students from ethnic minorities, 703 junior college students, 6 overseas students and 1,957 students of adult education.

The school has a staff of 1159, including 692 full-time teachers.
