Heilongjiang Police College (Heilongjiang Provincial Public Security Department People's Police Training Center) is the only higher vocational college in Heilongjiang Province that trains specialized public security personnel, and is also the training base for intermediate police officers in Heilongjiang Province.

Founded in 1946, the college was formerly known as Heilongjiang Provincial Political and Legal Cadres School and Heilongjiang Provincial People's Police School. In 1978, began secondary school education. From 1984 to 1989, specialized courses in trace examination and criminal investigation were held. From 1998 to 2003, in cooperation with Heilongjiang University, it established the Police College of Heilongjiang University to train public security professionals at the junior college level. In March 2003, Heilongjiang Police College was established with the approval of Heilongjiang Provincial People's Government. In April 2009, with the approval of Heilongjiang Provincial Institutional Establishment Commission, it was renamed Heilongjiang Provincial Public Security Department People's Police Training Center. In April 2010, with the approval of Heilongjiang Provincial Institutional Establishment Committee, Heilongjiang Police College was once again renamed.

The College is located in Limin Development Zone of Harbin on the north bank of the beautiful Songhua River. It covers an area of 480,000 square meters and a building area of 120,000 square meters. There are teaching buildings, administrative buildings, student dormitories, libraries, search and tactical training hall, basketball hall, shooting hall, standard track and field and various ball courts. And "Nanhu green three-dimensional ecological planting and breeding base" and other office, teaching and living facilities. Beautiful campus environment, has a good education environment and teaching conditions.

There are 147 teachers in the college, which consists of 10 teaching departments including Investigation Department, Public Security Management Department, Criminal Technology Department, Police Tactical Training Department, Law Department, Traffic Management Department, Public Security Information and Network Security Department, Political Theory Teaching and Research Department, Police Psychology Teaching and research Department, Basic Teaching and research Department, etc. It offers six public security majors, including criminal investigation, public security administration, criminal science and technology, road traffic management, police command and tactics, and network security and law enforcement. With the approval of the Ministry of Education, the college resumed the enrollment of academic degree education in 2017, and currently has 1,288 students. As the People's police training center, it trains more than 8,000 on-the-job policemen at all levels and of various types every year. In addition, the People's Public Security University of China and the China Criminal Police Academy have set up correspondence teaching stations in their colleges to provide basic and junior college continuing education for police officers in the province.

The college always sticks to the training of qualified people's police to adapt to the new situation of public security work as the center, all-round implementation of quality education. Now it has formed a school-running pattern with distinct police characteristics, with equal emphasis on academic education and on-the-job training, synchronous general education and adult education, integration of teaching, scientific research and practice. Since launching the pilot class education for the recruitment and training system reform of political and legal police officers, the college has closely focused on the goal of cultivating application-oriented and compound high-quality public security professionals, with professional spirit, basic skills and professional ability education as the core, adhering to the teaching orientation close to reality and practical practice, and has achieved obvious results in organizational management, education and training, practical teaching and other aspects. It innovates the new mechanism and model of police reserve personnel training, and explores a new way for the future development of police colleges. New achievements have been made in the theoretical research and innovation of public security, full-time education, academic exchanges and cooperation with Russia, and the construction of the university bureau, and the level of teachers has been improved. In 2010 and 2013, in the National Public Security Education and Training work conference and the National Public Security Academy President Symposium, the college made typical experience speeches, which received widespread attention. The teaching achievements of the school are fruitful. "The Exploration and Practice of Establishing the Professional Curriculum Connection System of Regulating the Tree-shaped Knowledge Structure of Public Security Law Enforcement and Case Handling" won the second prize of National Teaching Achievements of higher Vocational education in 2018. Constructing the "Tree Knowledge Structure Curriculum System" to Realize the Effective Docking of Education "won the first prize of teaching achievement in Heilongjiang Province in 2018.

According to statistics, since the establishment of diploma education, the college has cultivated more than 19,000 full-time college and secondary school graduates for provincial public security organs, and transported more than 1500 graduates for provincial public security organs and public security frontier forces. Among the graduates, there emerged a large number of martyrs Ma Yiyong, Chen Junlan and Shi Changwu represented by martyr Zhu Hongfu, a first-class model of the Ministry of Public Security, and a large number of exemplary heroes represented by Liu Zhongyi, director of the Criminal Investigation Bureau of the Ministry of Public Security, as well as more than 3,000 outstanding graduates who held leading positions in public security organs at all levels. Since its establishment, the College has also trained more than 100,000 cadres and policemen for courts, procuratorates, armed police forces and public security organs at all levels in Heilongjiang Province, making outstanding contributions to improving the cultural knowledge level, educational structure and political and professional quality of the political and legal organs and public security teams in Heilongjiang Province.
