Heihe university is located in Heihe City, Heilongjiang Province, which is known as the pearl of the northern part of the motherland. It is the only ordinary undergraduate college in China on the border of China and Russia with more than 4,300 kilometers. The school was founded in 1958. After the development stages of Heihe Teachers College and Qiqihar University Heihe Branch, it was promoted to an undergraduate college in 2004 and incorporated into a provincial college in 2006. In 2015, it passed the qualification assessment of undergraduate teaching work of the Ministry of Education, and in 2017, it was approved to add a new master's degree authorized project construction unit.

In the past sixty-three years, under the correct leadership of the provincial party committee, the provincial government and the provincial education department, the school has always adhered to the socialist school-running direction, closely focused on the fundamental task of cultivating people by virtue, adhering to the school motto of "being virtuous, diligent in learning, inspiring and seeking truth", carrying forward the school-running spirit of "working hard, striving for self-improvement, innovating and developing, educating people and guarding Xinjiang", actively exploring the road of characteristic development of frontier colleges and universities under the new situation, and realizing leap-forward development of all schools. The school has successively won the honorary titles of "Sino-Russian Cooperation Applied Talents Training Innovation Experimental Zone", "Characteristic Applied Undergraduate University Training Unit", "National Language Standardization Demonstration School", "Advanced Unit of 121 Project of China-US Talent Training Plan", "Advanced Unit of Teachers' Morality Construction in Heilongjiang Education System" and "Model Unit of Provincial Civilization".

The school has 12,064 full-time students, equivalent to 12,260 students. Covering an area of 615,300 square meters, the building area of the school building is 251,700 square meters, the total value of fixed assets is 489 million yuan, and the value of teaching and scientific research instruments and equipment is 156,496,300 yuan. There are 849 faculty members, 110 senior titles and 166 deputy senior titles. There are 28 doctors and 428 masters, including 590 full-time teachers. There are 14 secondary colleges and 40 undergraduate majors. There are 2 national-level specialty construction points and 4 provincial-level first-class specialties. There is a Russian research center registered by the National and Regional Research Center of the Ministry of Education. There are also Heilongjiang TRIZ Theory Research Institute, Far East Research Institute, Sino-Russian Comparative Education Research Institute and Environmental Art Research Institute.

The school actively creates "international" school-running characteristics, and relies on location advantages to build a new mode of training talents for Sino-foreign cooperation in running schools. Establish long-term and stable cooperative relations with nearly 30 famous Russian universities, such as Moscow State Pyotr Il'yich Tchaikovsky Conservatory of Music, Moscow State Surikov Academy of Fine Arts, Russian Sports and Tourism University, and extensively carry out educational cooperation and exchanges, such as exchanging students, hiring experts, academic cooperation, cultural and sports exchanges, jointly running academic journals, and jointly training master students. A number of cooperative projects have become well-known brands, with national-level "Sino-Russian University Student Exchange Base", "Russian Center" and "heihe university-Art Practice Teaching Base of Russian Artists Association", which is the first batch of "Sino-Russian Joint Undergraduate Training Project" units determined by the Ministry of Education, and China's first "study abroad training base in Russia" and the first TRIZ research and promotion base of Chinese and Russian universities. The first bilingual journal, Far East Journal of Higher Education, was jointly organized with Russian partner universities, and the first Confucius Institute in Amur was jointly established with Blagoveshchensk State Normal University. The International Youth Congress "Join hands with youth and share sunshine" was selected as one of the 100 best social practice programs in Russia, and was awarded the "Excellent Sino-Russian Cultural Exchange Activity Award" by the State Duma of the Russian Federation. There is a training base for young Chinese painters in Surikov Academy of Fine Arts, and five oil painting training classes for young Chinese painters have been successfully held. Signed a cooperation agreement with Moscow State Tchaikovsky Conservatory of Music, and held three seminars for Chinese musicians at Moscow State Tchaikovsky Conservatory of Music. The establishment of "heihe university-Russia Far East Think Tank" has filled the gap in the construction of regional think tanks in China's Far East, and served the national "the belt and road initiative" strategy and the construction of "China-Mongolia-Russia Economic Corridor-Longjiang Land, Sea and Silk Road Economic Belt" in Heilongjiang Province through achievements transformation and policy consultation.
