Harbin Vocational and Technical College is a public comprehensive higher vocational college directly under the Harbin Municipal Government, which mainly serves the local equipment manufacturing industry and modern service industry. In 2002, Harbin Economic Management Cadre College, Harbin Construction Workers' University, Harbin Finance and Trade Workers' University, Harbin Workers' Light Industry College, Harbin Science and Technology Workers' University, Harbin Electromechanical Workers' University and Harbin Electromechanical Engineering School merged to form Harbin Vocational and Technical College. In 2018, Harbin Staff Medical College was merged into Harbin Vocational and Technical College.

With the goal of building a high-level vocational strong school with Chinese characteristics, the college adheres to the socialist direction of running a school, the leadership of the Party, the virtues of educating people, the service development, the promotion of employment and the scientific orientation of running a school: First, the school-running concept is defined as "integration of production and education, multi-sharing and combination innovation"; Second, the training goal is to be internationalized and high-quality technical and technical talents with noble professional ethics, excellent professional quality, solid professional theory, superb professional skills and innovative and entrepreneurial ability; The third is to position the school-running mode as a characteristic "smart workshop" mode; Fourthly, the campus culture should be positioned as the culture of "working hard in the cold region, pioneering hard and striving for self-improvement". At present, there are four campuses, namely General Hospital, University, Xinyang and Daowai, with a total area of 1.11 million square meters and a building area of 290,000 square meters. The total value of existing fixed assets is 844 million yuan, of which the total value of teaching equipment is 332 million yuan. 2.25 million books, including 1.07 million paper books and 1.18 million e-books.

There are 838 teaching staff, including 559 teachers, 283 teachers with master's degree or above and 488 double-qualified teachers. There are 7 members of the National Professional Teaching Steering Committee and the Modern Apprenticeship Committee, 13 members of the National Vocational Education Teaching Steering Committee, and 20 deputy directors and members of the provincial professional teaching steering Committee. Build 16 characteristic "three-body" teacher teams, set up 10 characteristic "professor teams", set up the mechanism of "double leaders, double backbone teachers, two-way training and two-way employment" between schools and enterprises, and employ 528 technical experts and skilled craftsmen from industries and enterprises such as academician Lin Shangyang and big country craftsman Gao Fenglin as part-time teachers.

There are 12 colleges including Mechanical and Electrical Engineering College, Architecture Engineering College, Electronics and Information College, Accounting and Finance College, Modern Service College, Art and Design College, Automobile College, Medical College, International College, Social Service College, Entrepreneurship College, Boguan Aviation College and 3 teaching departments including Public Basic Teaching Department, Ideological and Political Education Department and Physical Education Department. There are 14,601 students in school and 26 foreign students. Build two national "double high plan" specialty groups of mechatronics technology and e-commerce, and build six provincial-level "double high plan" specialty groups of new generation information technology, new energy vehicles, modern financial services, modern art design, ecological health care and new building technology, etc., to promote the coordinated development of 48 specialties, and form a "prominent focus, distinctive features and complementary advantages" which is suitable for the development of local industries and the high-quality development of local economy. At present, there are 8 national specialties, including 1 national teaching reform specialty, 2 national modern apprenticeship pilot specialties, 1 national welding resource library, 2 national service industry development specialties, 2 national vocational education bases, 4 national key colleges and universities, and 1 national specialty demonstration point specialty. At present, there are 11 pilot disciplines of Sydney agreement certification, 4 pilot disciplines of UK NARIC certification, 3 pilot disciplines of CEBVEC project certification and 35 pilot disciplines of 1+X certificate system.

With the goal of cultivating high-quality technical talents and skilled craftsmen, the college took the lead in setting up Harbin Vocational Education Group, which was approved as the national model vocational education group training unit, adhering to the school-running philosophy of "integration of production and education, multi-sharing and combination innovation". Every year, more than 60,000 vocational trainings are conducted.

College actively supports college students' innovation and entrepreneurship. Invested in the construction of a 40,000-square-meter college student pioneer park, registered and established the College Student Innovation Pioneer Park Development Co., Ltd., attracted 44 entrepreneurial teams and 68 enterprises to settle in, set up 180 "double innovation" teams for college students, and served 350 college students to start their own businesses. Build a professional, technological, informational and international entrepreneurial workshop, and strive to build an intelligent entrepreneurial practice base for college students. The college pays attention to strengthening international exchanges and cooperation. Build a transnational "school-enterprise-school" international cooperative school-running model, and set up the Equipment Manufacturing Harbin Branch and Harbin Sakhalin Branch of China-Zambia Vocational and Technical College. Cooperate with Higher Vocational Research Institute of Khabarovsk Krai, Russia, to carry out science and technology forum for teachers and students, international skills competition for students and teacher training in China. The Teaching Standard of Mechanical and Electrical Equipment Maintenance and Management Specialty was approved by Zambia Vocational Education and Training Administration as the teaching standard of Zambia vocational education. Cooperate with Japan's advanced care resources to build an international brand specialty of Kangyang care, learn from the international standards of British vocational education, and cooperate to build three advantageous specialties such as electrical automation technology. Joined UK National Academic Degree Evaluation Center (UK NARIC) "China-UK International Professional Standards Certification and Evaluation Program in Higher Education" and became the first batch of pilot higher vocational colleges in China. Take 11 majors such as e-commerce as a pilot to carry out professional certification based on Sydney protocol. More than 10 key teachers were sent to Zambia to help teach, and more than 1,000 Zambian employees were trained successively. Conduct international exchanges with more than 10 countries and regions including nanyang polytechnic, Britain, the United States, Japan, South Korea and Thailand, and set up the overseas study base of students (Harbin). 

The college actively builds a comprehensive and open Harbin Vocational Education Park in Industry-University-Research. With a planned area of 550,000 square meters and a building area of 442,000 square meters, it is planned to build six "teaching workshops", including intelligent equipment manufacturing, cross-border e-commerce logistics with Russia, new generation information technology, automobile technology, new Chinese furniture and construction engineering, which together with "Vocational online celebrity Training Workshop", "Intelligent Double Creation Workshop" and "Intelligent Diagnosis and Reform Workshop" constitute four new patterns of co-education of craftsmen, and provide skills training and training for applied undergraduate, higher vocational and secondary vocational students in the region.
