Baicheng Normal University is the only provincial undergraduate university in western Jilin, located in the intersection of Jilin, Heilongjiang and Inner Mongolia. The university was founded in 1958, formerly known as Baicheng Teachers college. In August 2000, Baicheng Forestry School was merged into the state Forestry Administration. In March 2002, it was upgraded to an undergraduate university and renamed Baicheng Normal University.

The university covers an area of 637,100 square meters with a building area of 246,000 square meters. There are 917 faculty members, including 322 professors and associate professors, and 648 teachers with doctor's or master's degrees.
